The apparel sample approval process is a sequence of controlled sign-offs — proto, fit, size set, pre-production (PPS) and top-of-production (TOP) — that turns a design concept into a garment a factory can reproduce at scale. Each stage exists to answer one specific question and retire one specific risk, so that by the time you release bulk, nothing important is still unknown.
Skipping or rushing stages is the single most common cause of expensive bulk errors. The cost of correcting a fit or construction problem during sampling is a fraction of the cost of discovering it across ten thousand finished units. This guide walks through the full sequence and the discipline that makes it reliable.
Start with a tech pack that can be validated
Everything downstream depends on the tech pack — the authoritative specification for the style. A tech pack that a factory can actually build from includes technical flats, a full points-of-measure chart with tolerances, a bill of materials covering fabric, trims and labels, construction and stitching notes, artwork, and packaging requirements.
The detail most brands under-invest in is the change log. Sampling generates revisions, and without version control the factory and the brand quietly end up working from different documents. Every approved change should be logged and dated so there is a single, current source of truth at all times.
The five sample stages, and the question each one answers
1. Proto sample — "Can this design be built?"
The proto (or first) sample validates construction logic, proportion and seam placement. It is usually made in available fabric rather than the final material, because at this point you are testing whether the design translates into a physical garment at all. Comment on construction and proportion here; do not get distracted by fit precision yet.
2. Fit sample — "Does it fit and hang correctly?"
The fit sample focuses on wearability, balance and comfort. Feedback must be tied to specific points of measure and tolerances, not subjective impressions. "Take 1cm out of the sleeve at the bicep point" is actionable; "the sleeve feels a bit big" is not. Expect one to three fit rounds depending on complexity.
3. Size set sample — "Does it grade across the full range?"
The size set validates grading across every size you will sell, not just the base size. Problems that are invisible in a medium routinely appear at the extremes of the range. This stage protects you from a fit issue that only shows up once the smallest and largest sizes reach customers.
4. Pre-production sample (PPS) — "Can the factory execute it for real?"
The PPS is the final gate before bulk. It must be made with the final approved materials, trims and workmanship, on the actual production line, under real conditions. If the PPS is right, you have proof the factory can deliver the approved standard at volume. Nothing should go to bulk until the PPS is signed off.
5. Top-of-production (TOP) sample — "Did bulk actually match the PPS?"
The TOP sample is pulled from the first units of the live bulk run. It confirms the line is set up correctly and catches "execution drift" — the small, gradual deviation from the approved standard that can creep in once volume begins. It is your last checkpoint before the order ships.
Discipline that keeps the process reliable
- Give stage-specific feedback. Do not mix design, fit and construction comments in a single round. If a sample is for fit, keep comments to measurements and balance. Mixed feedback produces mixed results.
- Approve materials separately. Sign off swatches, lab dips and strike-offs as their own record, and never allow unauthorised substitutions once bulk begins.
- Archive the golden sample. When the final sample is approved, seal and store it alongside the signed measurement sheet and the final tech pack version. This "golden sample" becomes the reference for QC and for every future reorder.
- Do not treat sampling as a cost to minimise. Under-spending on sampling is a false economy. The stage is where risk is cheapest to remove.
